For searching, you need to keep 2 things in mind:

1) Since, you are searching in the customer database, in your search criteria you need to check the role = vendor

2) You need a new custom field "City" that should be linked to each customer record

Did you miss registering dependency of your service in the DependencyRegistrar.cs located in "Nop.Web.Framework"?
Try registering your service and then compile again.

I am not sure what exactly you mean by "calling" plugin?

When you install any plugin (in this case view override plugin), it is being called on the public store which is why you are able to see the plugin view instead of default view.

If your plugin was not  being called then the plugin view will not override the default view.

You can create a custom plugin and override the current functionality of "email a friend" in nopCommerce (use the modal popup to display the page)

f you are able to override the homepage via a custom plugin that you have developed by following one of my articles, then it means plugin is being called successfully.
